The Scale tool resizes sketch geometry proportionally or directionally.

Steps

Select sketch geometry to scale.
Hover over the "Transform/Scale" icon in the toolbar, then select the "Scale".
Drag the scale manipulator to resize the geometry.
Release the cursor to confirm the scale operation.
(Optional) Enter a scale value and press Enter.
Right-click or press Esc to exit.

Notes

Uniform and non-uniform scaling are supported.
Some geometry types do not support non-uniform scaling (such as: circles, arcs, ellipses, and spline curves).
Continuous scaling operations are supported.
